    Wind is the defining factor and it is underrated in fabric selection. The Netherlands is flat, open and persistently breezy, which punishes very light, unstructured cloth — a beautifully floaty design can be unwearable on a Rotterdam street in March. Structured nida and mid-weight crêpe hold their line in wind; the lightest chiffons work as layers rather than as whole garments.
